HUMAN RESOURCES MANAGER

Summary
The HR Manager is responsible for leading and overseeing all aspects of the Human Resources function, ensuring alignment with the company’s strategic goals and compliance with applicable laws and regulations. This role manages the HR team, develops and implements HR policies and programs, and serves as the primary advisor to senior leadership on people-related matters.

Essential Duties

• 1. Strategic HR Leadership
  •    Develop and execute the company’s HR strategy in alignment with organizational objectives.
  •    Serve as a key member of the management team, providing input on business strategy from an HR perspective.
  •    Establish annual HR goals, metrics, and budget; monitor progress and report results to senior leadership.
  2. Policy & Compliance
  •    Oversee the development, implementation, and continuous improvement of HR policies, procedures, and systems.
  •    Ensure compliance with labor laws, regulations, ISO9001, and IATF16949 standards.
  •    Lead internal HR audits and address compliance gaps.
  3. Talent Acquisition & Workforce Planning
  •    Develop workforce plans to meet current and future staffing needs.
  •    Oversee the full recruitment lifecycle, from job requisition approval to final selection and offer negotiation.
  •    Build relationships with universities, recruiting agencies, and other talent sources.
  4. Compensation, Benefits & Payroll
  •    Approve compensation structures and salary adjustments in line with budget and market competitiveness.
  •    Oversee benefits administration and ensure cost-effectiveness and employee satisfaction.
  •    Review and approve payroll, ensuring accuracy and compliance with tax and labor requirements.
  5. Performance Management & Employee Development
  •    Lead the performance review process and ensure alignment with business objectives.
  •    Design and implement training and career development programs to build organizational capabilities.
  •    Identify and nurture high-potential employees for succession planning.
  6. Employee Relations & Engagement
  •    Serve as the primary point of contact for complex employee relations matters and dispute resolution.
  •    Promote a positive work environment and drive initiatives to improve employee engagement and retention.
  •    Manage internal communications related to HR policies and programs.
  7. Team Leadership
  •    Lead, mentor, and develop the HR team; set clear goals, delegate responsibilities, and evaluate performance.
  •    Ensure adequate resources and training for team success.
  8. Vendor & External Relations
  •    Negotiate contracts and manage relationships with HR-related vendors and service providers.
  •    Represent the company in dealings with government agencies, legal counsel, and external stakeholders.
  9. Health, Safety & Workplace Standards
  •    Oversee workplace safety programs and compliance with OSHA and company safety policies.
  •    Support initiatives to maintain a clean, safe, and productive work environment.
   

Working Hours, Working Style
Monday–Friday, 7:00 AM – 4:00 PM
Onsite, Full-Time

Salary/Benefit
60k-70k

Holidays
Weekends (Saturday & Sunday), U.S. National Holidays

Qualifications
•    Bachelor’s degree in Human Resources, Business Administration, or related field.
•    Minimum 7 years of progressive HR experience, including 3+ years in a management role.
•    Strong knowledge of labor laws, compliance requirements, and HR best practices.
•    Proven leadership, strategic thinking, and decision-making skills.
•    Excellent communication, negotiation, and interpersonal abilities.
•    Proficiency in Microsoft Office Suite and HRIS/payroll systems.

Preferred Qualifications
•    Master’s degree in HR or related field.
•    Bilingual in English and Japanese.
•    Experience in manufacturing or ISO-certified environments.
•    SHRM-CP/SHRM-SCP or equivalent HR certification.
