Position
Finance and Administration Manager
Summary
We are looking for an experienced Finance and Administrative Manager with 6-10 years of expertise in overseeing the financial operations, administrative functions, and human resources activities. This role ensures that financial processes are efficient, compliant with local regulations, and align with the overall company’s strategic goals.
Essential Duties
 Financial Management
o Prepare and manage the annual budget for the company.
o Monitor financial performance and report on variances.
o Oversee the preparation of financial statements in compliance with local regulations.
o Ensure accurate and timely financial reporting to the parent company.
o Manage cash flow and oversee treasury functions.

 Accounting and Compliance
o Prepare and manage the necessary accounting process as needed.
o Maintain proper accounting records and ensure accuracy and compliance with local accounting standards
o Coordinate with the parent company's finance team to ensure accurate and timely consolidation of financial statements.
o Coordinate with external auditors and manage the annual audit process.
o Ensure compliance with tax regulations and other financial laws.
o Implement necessary tax-related requirements together with external advisors.

 Accounts Receivable and Payable Management
o Oversee the management of accounts receivable and accounts payable.
o Ensure timely collection of receivables and accurate processing of payables.
o Implement and maintain controls to prevent fraud and ensure the accuracy of financial transactions.
o Reconcile accounts and resolve any discrepancies.
o Analyze expenditures to identify cost saving opportunities and budget efficiencies.

 Administrative Functions
o Oversee the smooth operation of office administration including facilities management, procurement of office supplies, and maintenance of office equipment.
o Manage contracts and relationships with external service providers.
o Coordinate HR activities such as recruitment, onboarding, employee relations, and performance management.
o Oversee personnel management including staff schedules, records, and payroll.
o Ensure compliance with local labor laws and regulations.
o Develop and implement HR policies and procedures in line with corporate guidelines.

 Strategic Planning and Analysis
o Provide financial insights and strategic recommendations to the local management team and parent company.
o Manage the design and implementation of ERP systems tailored to the subsidiary's needs.
o Ensure the ERP system is aligned with the financial and operational requirements of the organization.
o Manage the ongoing maintenance and updates of the ERP system.
o Train staff on ERP functionalities and best practices to maximize system efficiency.

 Risk Management & Legal oversight
o Identify financial and operational risks and implement mitigation strategies.
o Develop and ensure compliance with internal controls and corporate policies and procedures.
o Coordinate with legal counsel to ensure all company practices are in line with legal requirements.

 Procurement and Supply Chain Management:
o Develop and implement procurement strategies that optimize cost, quality, and supply reliability.
o Negotiate contracts and terms with suppliers and vendors to secure advantageous terms.
o Oversee the procurement of goods and services for all departments, ensuring adherence to budgets and specifications.
o Manage relationships with vendors and suppliers to ensure timely delivery and quality of goods and services.
o Monitor market trends and supplier performance to adjust procurement strategies as necessary.

 Importing and Export Compliance:
o Oversee and manage the import/export processes, ensuring compliance with national and international legal and regulatory requirements.
o Coordinate with customs brokers and freight forwarders to ensure smooth clearance and delivery of imported goods.
o Develop and maintain import/export documentation and compliance records.
o Manage duties and taxes associated with importing and exporting activities.
o Stay updated on changes in import/export regulations and advise the management team on potential impacts and strategic adjustments.

 IT Management
o Oversee the company’s IT infrastructure to ensure it meets the operational requirements of all
departments.
o Liaise with external IT service providers and IT department of the Headquarter to maintain and upgrade network and software systems as necessary.
o Ensure data security by implementing and maintaining robust cybersecurity measures, including regular updates and security audits with the support of IT service provider and IT department of the Headquarter.
o Manage IT budgets and ensure cost-effectiveness in spending on technology solutions.
o Support the integration of financial systems with IT systems to improve process efficiency and data reliability.
o Facilitate the adoption of new technologies that can enhance operational performance and employee productivity.
o Arrange technical support coordination for the office if needed, ensuring all staff have the necessary tools and training to use hardware and software effectively.

Qualifications:
 Bachelor's degree in Finance, Accounting, Business Administration, or a related field. A master's degree or CPA/CFA qualifications are a plus.
 Minimum of 6 years of experience in financial management and administration, preferably in an international context.
 Strong knowledge of accounting principles, financial regulations, and local tax laws.
 Proven experience in budgeting, financial analysis, and strategic planning.
 Proven experience in consolidated financial reporting.
 Proven experience in ERP system design, implementation, and maintenance.
 Excellent communication and interpersonal skills. Fluency in Japanese is a plus.
 Ability to work independently and manage multiple priorities in a fast-paced environment.
