【Position】
Finance Director

【Summary】
Under the direction of the Chief Financial Officer, the Finance Director oversees financial activities of the organization to ensure it stays in a strong financial position. This individual ensures the Agency financial records in accordance with current Financial Procedures approved by the Board of Directors.

【Essential Duties】

• Create usable agency wide budgets, including evaluating the needs of each program and department for the current and future fiscal year.
• Ensures the integrity of accounting information by recording, verifying, consolidating, and entering transactions.
• Oversees recording of assets, liabilities, revenues, and expense entries by analyzing account information and working closely with Accounting Manager.
• Assist CFO with hiring of finance team members.
• Assist CFO with cross training of finance team member.
• Establishing rigorous, disciplined and systematic FP&A and performance measurement tools across the organization in support of monthly, quarterly and year-end closing.
• Assist the CFO in monthly analysis and preparation of the monthly financial statements with concise, timely and accurate information in order to close the monthly financials accurately and expeditiously.    
• Prepare monthly, quarterly and year-end closing financial reports.
• Driving the analysis of business performance results and key performance drivers to support business prioritization, strategic decision making and internal finance messaging.
• Enhancing systems and processes that reflect the transformed business to produce stronger reporting tools that support more informed decision making.
• Proactively building relationships across the organization, developing an understanding of business issues and aligning the FP&A function with the business line’s growth agenda ideal.
• Developing and implementing best practices around management reporting systems and processes into normal operations of the team.
• Using information technology as it applies to finance to drive performance and productivity enhancements.
• Review Chart of Accounts for proper usage and need.
• Prepare and record Monthly billing.
• Work with the CFO on the Indirect Cost Rate negotiations.
• Assist in the preparation of Funding Source reports, Programmatic budgets and vouchers.
• Oversee Fixed Asset and Inventory process changes, work with Business on vehicle report and tracking for Financial statement purposes.
• Lease tracking and amortization tracking.
• Process/Approve ACH transaction in Wintrust portal. Also resolve Positive Pay issues.
• Upload Check Detail Report.
• Allocation of payroll fees and salaries and fringes by class.
• Oversee monthly closing process.
• In-kind donations tracking.
• SUTA payment and reporting.
• Assist with BOD meeting presentations.
• Assist with program audits/monitoring. Ex. StartEarly.
• Employee Allocation Plan to complete with HR.
• Various insurance allocations to be calculated once we have insurance.
• Finance Approving of Amazon App Purchases.
• Internal Audit of Financial Binders (SSI).
• Becomes knowledgeable of the specific reporting requirements and restrictions for compliance for all funding sources.
• Work on and submit vouchers and budgets in the CSA system, City and State portals, as well as other funding source systems/portals.
• Transition from Desktop Quickbooks to an  advanced Financial/Accounting/Budgeting System
• Other duties as assigned.

• Knowledge of computers, computer software and printers.  Working knowledge of fundamental software packages (i.e. Microsoft Office Word, Power Point, Excel etc.) to perform one’s job function and associated tasks such as writing correspondence, entering information, and generating reports.

 

• Ability to comprehend texts such as established PWC policies, procedures, and professional service plans; funding source rules, regulations and contracts, as well as regulatory agency requirements to adhere to all standards in carrying out all work duties.

 

• Knowledge of safety equipment such as first aid kits, protective clothing, fire extinguishers, and carbon monoxide and smoke detectors to include operation, purpose/application, safety features, calibration, care and storage for related purposes to include protection of self and others, administration of minor first aid, fire suppression, and calibration of equipment.

 

• Ability to effectively communicate with supervisors, co-workers, staff and program participants.  This includes speaking clearly, concisely, and audibly and organizing thoughts as needed to persuade and exchange information; to explain policies and procedures, and to conduct trainings and instruct on safety matters.

 

• Working knowledge of Illinois Department of Human Services-Division of Mental Health rules and regulations, including extensive familiarity with Value Options billing policies and Latino and other minorities’ Mental Health related issues to include immigration trauma, acculturation difficulties, cultural competency, and special considerations.

 

• Working knowledge of Illinois Department of Human Services-Division of Substance Use Prevention and Recovery (SUPR) rules and regulations, including extensive familiarity of the drug sub-culture, causes, nature, and substance use treatment.  

 

• Working knowledge of rules and regulation of all PWC funding sources.
