Manager - Purchasing

Position Summary

This salaried exempt position, reporting to the Vice President, is responsible for purchasing department and for the selection and arrangement of all purchases in our company in order to contribute to company profits and effective business operations. As the person in charge of practical operations in the Purchasing Department, understand the company policy well, carry out the business plan, and put the company's profits first.

Essential Duties

Profitability –

・Take necessary actions to avoid any accidents or risks.
・If accident occurs, it is your responsibility to complete the report/snapshot and report to your direct manager, Compliance Manager and President. This includes interviews, cause investigation and countermeasure(s).
・Execute safety training for your subordinates.

o Respect and comply with regulations, rule and order. Both internal and external.
・Illegal behaviors, procedures and methods are to be prohibited.
・Train employees in your department and take initiative for compliance thinking and behavior.
・Compliance to external customers and the automotive industry is to be secured and ensured.
・ Internal compliance is to be secured and ensured.

o Secure quality of our products. Zero defects.
・Work instruction and procedure is to be secured and ensured.
・Safety critical products are to be manufactured.
・Working environment is to always focus on 5S management.
・Train employees in your department.
・If quality issue is caused by you and/or your department, you are responsible to make the report and report to your direct manager, Quality Manager and President. This includes cause investigation and countermeasure(s).

Position specific duties -
o All day to day operation of purchasing department.
・Responsible for selecting appropriate suppliers
・Responsible for fair pricing of purchased items
・Responsible for maintaining proper purchasing processes
・Responsible for purchasing materials with appropriate quantity and timely manner to keeping production activities well
・Responsible for responding to internal and external quality-related requests (complaints, audits, PPAP, etc.)
・Responsible for the smooth operation of the team
o Purchasing of raw materials, components, equipment, machinery, provides guidance and assistance for contracted services.
o Takes initiative in minimizing cost on all procurement items.
o Reviews purchase order claims and contracts, negotiates with freight companies and custom brokers, prepares and issues purchase orders and change notices for direct material, manages activities relating to supplier development and performance.
o Analyzes market and delivery conditions to determine present and future material availability.
o Determines method of procurement, such as direct purchase or bid.
o Reviews bid proposals and negotiates contracts within budgetary limitations and scope of authority.
o Maintains manual or computerized procurement records such as items or services purchased, costs, delivery, product quality or performance and inventories.
o Discusses defective or unacceptable goods or services with vendors and others to determine source of trouble and take corrective action.
o May approve invoices for payment.
o May expedite delivery of goods to users.
o Responsibilities also include data processing.

Qualifications and Experience:

・Knowledge of procurement risk management, including related laws and regulations and contracts.
・Market, material and cost knowledge.
・Supplier negotiation.
・Knowledge of the company's products and production processes overview.
・Vendor evaluation and selection knowledge (including credit management and vendor audit)
・Purchasing budget management skills.
・Organizational management and improvement experiences
・Strong computer skills including but not limited to: Microsoft Office, e-mail, DDL, EDI, ASN, and inventory management software.
・Strong management and supervisory skills.
・Excellent organizational skills.
・Excellent written and verbal communications skills.
・B.A. or B.S. in management related fields.
・5-10 years manufacturing experience at a supervisory or management level.

Physical Requirements

・While performing the duties of this job, the employee is regularly required to sit for eight hours, talk, and hear.
・The employee frequently is required to walk, use hands to feel or handle, and to reach with hands and arms.
・The employee must occasionally lift up to 25 lb.
・Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
・While performing the duties of this job, the employee is regularly exposed to moving mechanical parts and fumes or airborne particles.
・The employee is required to input data using a computer keyboard, calculator adding machine, and telephone keypad for six to eight hours.
・The employee is occasionally required to operate a motor vehicle for company purposes.
